Big drop in unemployment
'Less than meets the eye' in report's data, bank analyst cautions

Paul Luke
The Province

Sunday, July 13, 2003
B.C.'s jobless rate shrank last month as the number of unemployed people showed a substantial decline.
The province's unemployment rate dropped to 8.3 per cent in June from 8.6 per cent in May.
The number of unemployed in B.C. fell by 8,000 last month, Statistics Canada's labour-force survey shows.
Of these, 2,000 found jobs and 6,000 dropped out of the labour force. B.C.'s manufacturing sector lost 7,000 jobs in June but its construction and accommodation sectors each gained 5,000.
Nationally, almost 49,000 jobs were created in June, pushing down the jobless rate and leaving analysts divided over whether the Bank of Canada will cut interest rates.
Canada's jobless rate dipped slightly to 7.7 per cent last month from 7.8 per cent as 48,800 jobs -- almost entirely part-time -- were created.
The national job market's strength was enough to snap the dollar's six-day losing streak. The loon closed Friday at 72.62 cents US, up one-quarter of a U.S. cent.
The report was much stronger than financial markets and analysts expected, leading many analysts to conclude the central bank won't likely see any pressing need to lower interest rates on Tuesday.
But opinion remains split.
The jobless report is weaker than it first appears, with most job creation coming from either self-employment or government hiring, TD Bank Group economist Marc Levesque said.
"It's a little early to break out the party hats," cautioned Levesque.
"There's a lot less than meets the eye in this data."
Part-time jobs aren't always as permanent or well-paying as full-time and the jump in self-employment could reflect a tight job market. The numbers show underlying weakness that may prompt the central bank to trim its trend-setting rate from the current 3.25 per cent, he said.
"I think it's a very, very close call," said Levesque.
Analysts have been downgrading their forecasts for the economy, which suggests the central bank may decide to trim rates as "insurance" against an outright slump, added Levesque.
But the stronger-than-expected report could persuade the bank to wait and watch for more economic reports before trimming rates this fall, said Ted Carmichael, chief economist with J.P. Morgan Chase.
"We continue to expect that the economy shrank in the second quarter and expect that the bank will ease interest rates in September" to offset the impact of a surging dollar on the economy.

: Hallo Maxim,

: Ulli
